PPWR watch

What it is

Regulation (EU) 2025/40 — commonly called PPWR — is the European Union's framework for packaging and packaging waste. It applies in EU Member States from 12 August 2026. Its subject matter is the packaging placed on the EU market: how it is designed, minimised, reused, collected and recovered, and who carries responsibility for it.

What it is not

• Not a border pass. It does not replace, supersede or satisfy plant-health requirements. Solid wood packaging crossing between Great Britain and the EU still has to meet ISPM 15 treatment and marking requirements, and the mark is still what gets checked. See ISPM 15 explained.
• Not a UK legal requirement. It is EU law applying in Member States. UK packaging obligations are a separate domestic matter.
• Not an EPAL rule. EPAL licensing and trademark matters are separate again; see EPAL or Euro-format?

Why a UK business might still care

Because obligations attach to packaging placed on the EU market, and a UK exporter's pallets and packaging can end up doing exactly that. Where your goods are sold into the EU, the responsibilities in your supply chain — and how they are allocated between you, your importer and your customer — are worth establishing in writing rather than assuming.

Reusable transport items such as pallets have historically been treated differently from single-use consumer packaging in EU packaging law, and the detail of how a given pallet, crate or wrapping is characterised matters. That is a question for your own compliance advisers and for the regulation itself, not for a pallet supplier's website.

What we suggest doing

1. Identify whether any packaging you supply or use is placed on the EU market.
2. Establish who in your chain holds the obligations for it, and record that agreement.
3. Read the regulation itself on EUR-Lex rather than a summary, and take advice where the consequences are material.
4. Keep plant-health compliance entirely separate in your planning — the two do not substitute for each other in either direction.

Our position, plainly

We supply Euro-format pallets and explain what we know about them. We are not packaging compliance consultants, we do not interpret EU packaging law for customers, and we will not tell you that buying a particular pallet makes you PPWR compliant. Anyone who does tell you that is overreaching.
